Real estate marketing agency for developers in the Baltics

APG Media runs Google Ads, Meta ads, SEO and AI search visibility for residential and commercial developers in Lithuania, Latvia and Estonia. We plan each project around the energy class and price rules for property ads, judge campaigns on viewings and reservations, and publish our prices.

  • Google Premier Partner
  • Energy class and price checked in every ad
  • From €990/month excl. VAT, ad spend separate
  • Ad accounts and data stay in your name

In short

APG Media is a performance marketing agency in Vilnius that markets new-build apartments, houses and office space for developers in Lithuania, Latvia and Estonia. It runs Google Ads, Meta and LinkedIn ads, SEO and AI search visibility work (GEO, AEO and ChatGPT ads), checks every ad for the energy class and price information property ads must carry, and connects GA4 to the developer's CRM.

Work starts from €990 per month excluding VAT, and ad spend is paid directly to the platforms. APG Media is a Google Premier Partner, part of All Digital Group, and the organiser of EcomExpo, an e-commerce conference in Vilnius. For furniture and interior brands, see furniture marketing in the Baltics.

Why property needs its own plan

Property sells on trust, timing and follow-up.

A new-build apartment or an office lease is one of the biggest commitments a household or company makes. Buyers compare projects for weeks and sign months later. Four things decide whether marketing pays.

Sales cycle

The lead is not the sale

A form fill starts a conversation that can last months. Google keeps the ad click ID for 90 days, and Meta's CRM integration learns from stages reached within 28 days. So campaigns should be steered by an early stage that predicts a sale, such as a booked viewing.

Portals

Buyers compare on portals first

Aruodas.lt, Domoplius.lt, City24.lv and KV.ee all have sections for new projects, and ss.lv lists flats and offices. Buyers need a reason to enquire on your own site: live availability, floor plans, real prices.

Launches

Each phase sells differently

Pre-sales, launch, construction and the last units need different messages and budgets. When a phase sells out, its ads should stop that day, and the 'from' price should move with the units left.

Two audiences

Homes and offices are different sales

Households buy apartments and houses. Companies rent office space as a team, with a longer list of questions, and are often reached through search and LinkedIn.

Rules for property ads

Every ad shows what a buyer is entitled to know.

Property ads in the EU carry more mandatory information than most, on portals, in search and social ads, on landing pages and in lead forms. We build a launch sheet for each project with the energy data, prices and wording every channel uses.

A tray of identical orange building blocks with a few blue blocks set aside on purpose: only checked information goes into the ads

Dir. (EU) 2024/1275, Art. 20(4) · national rules

Energy class in every ad

The recast EU buildings directive tells member states to require the energy class and indicator in online and offline ads, including portals, by 29 May 2026. Lithuania already requires the class or a link to the certificate list, Estonia the class and indicator, Latvia the indicators.

Dir. 2005/29/EC, Art. 7(4)(c) · Annex I, point 5

'From' prices

An entry-level price must be real. The European Commission's guidance cites apartments advertised 'from EUR 2,150 per square metre' when none were available at that price and VAT was not included: a consumer authority found it misleading. We tie the 'from' price to units still on sale.

Meta Special Ad Categories · Google Ads policy

Housing ads on Meta and Google

Meta requires housing ads to be declared as a Special Ad Category, which limits age, gender, postcode and lookalike targeting for ads reaching the US, Canada and certain European countries. Google's similar limits apply only in the US and Canada.

GDPR, Art. 6–7 · Dir. 2002/58/EC, Art. 13

Lead forms and consent

Replying to a buyer's enquiry is a step taken at their request. Newsletters are not: they need separate consent, clearly distinguishable and as easy to withdraw as to give. We record each purpose on its own in forms and the CRM.

We are a marketing agency, not a law firm. Energy certificates, sale and lease contracts, off-plan terms and borderline wording go to your lawyer or certifier before launch.

Country by country

What each Baltic market expects from a property ad.

Before we spend in a new country, we check the energy data rule, where buyers search, who supervises ads and the campaign language.

What we don't do

We don't give legal advice, issue energy certificates, draft contracts, run your sales office or produce video at volume, and we don't run TikTok ads, email or SMS campaigns or influencer PR. When you need these, we work with your lawyer, broker and partners.

How we work

From the launch sheet to signed reservations.

Property is bought slowly. We work through five steps in this order for every project and market, and judge campaigns by the viewings and reservations they bring.

A large orange ring with three small building models travelling along it: a lead moving steadily from enquiry to viewing to reservation
  1. Build the launch sheet

We list projects, phases, available units, prices and energy classes per country, and check ad wording against the rules.

Outcome: a launch sheet and a list of ads that can start.

  2. Connect the CRM

We audit GA4, Google tags, Meta Pixel and Conversions API, consent and forms, and agree lead stages with sales.

Outcome: the CRM stage each channel optimises for.

  3. Map demand in each market

We pull search volumes for districts, projects and apartment or office types in each language, and check what portals, Google and AI assistants show.

Outcome: a priority list by project, market and channel.

  4. Launch and test

Google and Meta campaigns go live per phase. Meta tests one argument at a time: location, layout, price or energy class. SEO starts with the projects that have most units to sell.

Outcome: live campaigns and a dated testing plan.

  5. Read, decide, reallocate

Each month we review cost per lead, viewing and reservation by project and market, then move budget to where units still need to sell.

Outcome: written decisions for the next month.

FAQ

Real estate marketing in the Baltics, answered.

Do property ads in Lithuania, Latvia and Estonia have to show the energy class?

The EU's recast Energy Performance of Buildings Directive, (EU) 2024/1275, tells member states to require the energy class and indicator in online and offline ads for buildings for sale or rent, including property portals, by 29 May 2026. Lithuania requires the class or a link to the SSVA certificate list, Estonia the certificate data including the class, and Latvia the energy performance indicators once a building is certified.

What if the building is not finished yet?

The directive lets each country require an assessment of future energy performance when a building is sold before it is built, with the certificate issued once it is finished. Ask your certifier or lawyer how this applies to your project. We use the class in the project's documents and update ads when the final certificate arrives.

Can we advertise apartments 'from' a price?

Yes, if units are really available at that price. Under the Unfair Commercial Practices Directive, an entry-level price must be real, and a price you cannot offer in reasonable quantities is banned as bait advertising. The Commission's guidance treats the price with VAT and unavoidable charges, such as a broker's commission, as material information.

Do Meta's housing ad rules apply in the Baltics?

Meta asks advertisers to declare a Special Ad Category for housing ads. Its Help Center says age, gender, postcode, exclusion and lookalike targeting are limited or unavailable for ads reaching the US, Canada and certain countries in Europe, so we plan Baltic campaigns as if the limits apply. Google's comparable housing restrictions apply only in the US and Canada.

What consent do property lead forms need?

Under the GDPR, you can use a buyer's details to answer the enquiry they made. Newsletters and other marketing need separate consent that is as easy to withdraw as to give, and EU ePrivacy rules require prior consent for marketing emails to people who are not yet customers. We set up forms and CRM fields so each purpose is recorded separately.

How do you measure leads that take months to close?

We connect your CRM to the ad platforms and agree lead stages with your sales team: qualified lead, viewing, reservation, contract. Google keeps the ad click ID for 90 days, and Meta's CRM integration uses stages reached within 28 days, so we optimise for an early stage that predicts a sale and report the later ones per project.

How much does real estate marketing cost in the Baltics?

APG Media's work starts from €990 per month excluding VAT. Ad spend is separate and paid directly to the platforms. The fee depends on the number of projects, markets, languages and channels, creative volume and CRM and tracking work. You get a scoped proposal after a short review.

How can a development project get recommended by ChatGPT or Google AI Overviews?

AI assistants build answers from sources they trust: clear project pages, portal listings, reviews and local media. We find the prompts that mention competing projects, make your pages easier to cite and work on the outside sources assistants read. Nobody can guarantee a mention.
