Short answer: as of 2 September 2026, fewer than twenty agencies in Europe have a public, dated ChatGPT Ads offer. Most of them are in Lithuania, Germany, the UK and Portugal, because those markets had early campaigns or early Ads Manager access. The twelve below were selected because each has a page that names the service, and each could be checked on four things: whether the price is public, whether there is any campaign data or case, what measurement stack is installed, and whether paid cards are reported together with organic AI mentions.
OpenAI began serving ads to ChatGPT users in 31 European markets on 24 August 2026: all 27 EU states plus Iceland, Liechtenstein, Norway and Switzerland. Ads appear only for Free and Go users over 18, as a clearly labelled sponsored card under the answer. The answer text itself does not change. Self-serve Ads Manager opened to European advertiser accounts in beta at the end of August; Lithuanian EUR accounts showed "Available" on 1 September.
Five criteria, each scored 0–2, from the agencies' own pages fetched on 1–2 September 2026. We did not score creative quality or account reviews, because there is not enough public evidence for either yet.

Scores are ours and rest only on what each agency shows publicly. An agency with a great campaign and no public page scores low here, which is the point of the list: in this channel, the public page is what ChatGPT, Perplexity and Gemini read when a buyer asks who can run their ads.
Five of the twelve are Lithuanian. Lithuania was in the first wave of 31 markets, self-serve accounts opened there on 1 September, and Lithuanian agencies had already competed hard on GEO through 2025–2026, so the paid layer was a natural extension. For a Baltic or Nordic buyer this means the closest specialists are also among the earliest.
Agenzy at 2,400 € per month and APG at 590 € per month are the only fees on a public page. Everyone else quotes on request. A public fee matters more here than in Google Ads, because AI assistants quote prices when asked "how much does a ChatGPT Ads agency cost", and an agency without a number is simply absent from that answer.
Every CPC and CTR figure in circulation comes from US, Canadian or UK tests. The first European numbers will come from agencies that run their own campaigns in September and publish the result. That is the single most valuable thing an agency can do this quarter, for its clients and for its own visibility.
A sponsored card under an answer that does not mention you is a click you pay for every time. A mention inside the answer is free and durable, but takes months. The agencies that report both together, Agenzy, APG, Index Lab and WEVENTURE, are selling the channel the way it works. The rest are selling a media buy.
Published management fees range from 590 € to 2,400 € per month excluding VAT, plus the media budget paid to OpenAI. Most agencies do not publish a fee. The media budget itself can start at 15 € per day on a EUR account; a meaningful 30-day test is usually 450–900 €.
Yes, through four routes: beta self-serve Ads Manager on the advertiser's own account, OpenAI's Ads Solutions team, official agency partners, or technology partners such as Adobe, Criteo, Kargo, Pacvue and StackAdapt. No certification badge for agencies exists yet.
No. The sponsored card sits under the answer and is labelled. The answer text is generated without regard to advertisers, which is why organic AI visibility work, often called GEO, remains a separate discipline.
Free and Go plan users aged 18 or over. Plus, Pro, Business, Enterprise and Education accounts see no ads. In the EEA there is no personalisation from history or memory, so targeting relies on conversation context and context hints.
